Mashable has an article on template generators, which covers a few which focus on WordPress as well. The WordPress specific template generators covered are Eris’ Template Generator, templatr and Yyooschaap WordPress Theme Generator.

Yyooschaap seems to be really awesome and worth using for the novice blogger who wants to design his/her own theme.
